Melbourne University has maintained its lead over the Australian National University, taking the No.1 Australian spot on the Times Higher Education top 200 universities list for the second year running.

Melbourne, ranked 37th in the world, came in just ahead of ANU — ranked jointly with the University of California, Davis at No.38. The next best Australian university was Sydney, at number 58.

Perth Now "Regional" for RSMS, GSM from 12 Sep 2011Perth

This means:

  1. Many Perth grandaunts can directly apply for PR under RSMS scheme once they found an employer to sponsor them.
  2. As RSMS does not have training requirement, many employers now do not need to worry about the training when sponsoring employees to apply for PR.
  3. Lower English requirement, RSMS scheme only require applicant to have average IELTS 4.5.
  4. If there is an eligible relative available, Perth international grandaunts can apply for 487 or 475 visas with additional 10 migration points.

Eligible relative means:
(A)      a parent; or
(B)      a child or step-child; or
(C)      a brother or sister, an adoptive brother or sister, or a step-brother or step-sister; or

NSW Announces Reform to Business Migration

NSWGov2Late last week the Deputy Premier and Minister for Trade and Investment Andrew Stoner announced several reforms to the NSW business migration program to make it more competitive in attracting high-value immigration to NSW.
Mr Stoner said that following a strategic review of the program a number of initiatives are being implemented.

Breaking News! Perth is labeled a country town!

Perth is labeled a country town by the Federal Government. Immigration Minister Chris Bowen has announced on 19 July that Perth will be reclassified alongside regional employment "hardship" areas such as Karratha and Port Hedland in the Pilbara.

The program will result in Perth being included in the Government's regional sponsored migration scheme, giving the city's employers access to a potential national pool of 16,000 sponsored visa places for foreign workers.

Workers coming to Perth under the program will be able to become permanent residents and businesses applying for the visa places will be given priority in the processing of their applications.

Key points
• Subclass 457 primary visa application lodgements grew strongly in May 2011, reaching 5470. This is the highest
number of monthly lodgements since November 2008.
• Offshore lodgements in particular continue to grow strongly and were 54.8 per cent higher than the same period
• The flow of subclass 457 visa holders to permanent residence is up 35.0 per cent from April 2011, but down 6.8 per cent compared to 2009-10 to the end of May 2010.

 

 

 

The controversial 457 visa is back in vogue

The controversial 457 visa is back in vogue, with Australia’s most popular temporary skilled migrant category witnessing a dramatic rebound in successful applications in the 11 months to May this year.
In all, the number of applications granted for the 457 skilled visa program – controversial for its previous abuse by some employers in relation to workers’ rights – reached 42,840 in the 11 months to the end of May. This was a 38.3 per cent lift on the same period last year.
The mining, construction, and professional, scientific and technical* sectors have been leading the way, while the health sector – weighed by the stricter English language requirements brought in almost two years ago, lower turnover rates in the key nursing segment and a global dearth of nurses – was the laggard.
Not surprisingly, resource-rich Western Australia has emerged as the hot-spot destination for migrants. There have also been some changes in the origin of 457 visa holders, with a significant uptick in the number of Indian, Irish and Filipino migrants (all up over 50 per cent).
China, however, has dried up noticeably as a source of 457 visa users – from 6 per cent in the 2007-08 financial year to just 3.3 per cent in the last 11 months – and has moved from fourth on the list to seventh as a result.

Construction jobs in WA for 457 visa holders more than doubled over the past 11 months, to 2,160 from 1,060 and mining jobs were also on the rise, albeit more sedately (to 1,890 from 1,390). While in Queensland, mining jobs shot up to 860 from 460 and construction to 1,040 from 580. Australia-wide, the two sectors account for 20 per cent of the 457 intake.

GSM New Priority Processing Order

The DIAC website has a table of processing times for skilled migration priority processing:

  • Priority 1: RSMS (Subclasses 119 and 857); Skilled Regional (Subclass 887) 5 - 8 months
  • Priority 2: ENS (Subclasses 121 and 856) 5 – 8 months
  • Priority 3: State Migration Plans (Subclasses 176, 475, 487 and 886) 12 – 24 months
  • Priority 4: Nominated Occupation on the SOL – Schedule 1 (Subclasses 175, 495, 496, 861, 862, 863, 880, 881, 882, 883, 885 and 886) 18 months
  • Priority 5: All other visas Will commence when all cases in priority groups 1-4 are finalised

New process arrangements for 485 visa applications

Under the arrangements, subclass 485 applications will be considered in the following order:

1. Applications from people who have completed a Professional Year who lodged a subclass 485 application before 17 March 2011.

2. Applications lodged from 9 February 2010 to 30 June 2010 where the nominated occupation was on the Skilled Occupation List (SOL) Schedule 3 in effect from 1 July 2010.

3. All other applications will generally be processed based on the date they were received.

The department expects that subclass 485 application processing times will return to published service standards of 12 months in 2011-12.

Immigration Department announced arrangement regarding ACS review – Jan 2011

The following information is for General Skilled Migration (GSM) visa applicants who:

• lodged their application on the basis of a skills assessment by ACS in the Australian Standards Classification of Occupations (ASCO) occupation of Computing Professionals NEC prior to 1 July 2010 and

• Subsequently sought a further skills assessment (this may be known as a review, a revalidation or a new skills assessment) from the ACS to determine their skilled occupation under Australian and New Zealand Standard Classification of Occupations (ANZSCO).

ACS allows applications for further skills assessments following the announcement of the Skilled Occupation List (SOL) in ANZSCO that came into effect on 1 July 2010. The review is offered by ACS in light of this change to determine if the materials submitted for the original skills assessment could receive a skills assessment for an occupation classified under ANZSCO.

If ACS assess an applicant as suitable against an ANZSCO occupation, solely on the basis of the materials provided for the original skills assessment, the department will prioritise the GSM application based on that ANZSCO occupation.

WA State Government released WA State Migration Plan (WA SMP)

On 10 December 2010, WA SMP has been released. Applicants who obtained sponsorship from WA government would be eligible to apply for 176, 886, 475 & 487 visa.    

Amongst its features of WA SMP:

  • For Managers & Professionals, applicants would need IELTS 7 for all individual band score and 18 months work experience to apply for 886 sponsorship.
  • For Technician & Trade Workers, applicants would need IELTS 6 for all individual band score and 18 months work experience to apply for 886 sponsorship.
  • At this stage, Accountant and Cook cannot apply for sponsorship.
  • Many SOL-Sch3 occupations are not listed on WA SMP, eg., Secondary & Pre-primary Teacher¡£
  • For IT professionals, only ICT Analyst is on WA SMP, all other four occupations which are assessed by ACS were not on the list.
  • Off List application is not open to 485 visa holders

New Points Test System for General Skilled program from July 2011

The new Points Test for General Skilled Migration (GSM) will take affect from 1 July 2011, major changes are:

Amongst its features:

  • Distinction between 40/50/60 point occupations abolished, those points removed from test
  • Age points adjusted to reflect productive working years rather than youth
  • Additional 10 point differential introduced for “Superior English” language ability (IELTS 8)
  • Additional points for extended periods of employment in Australia
  • Additional points for longer periods of professional experience generally
  • Considerable additional points for university graduates, particularly for applicants with PhDs
  • Relative advantages of trade and degree qualified occupations have been reversed
  • Regional nomination and family sponsorship points reduced
  • No indication of difference between independent and sponsored pass marks at this stage
  • Pass mark of 65

Recent Changes in General Skilled Migration (GSM) (partially effective from 8 Feb 2010 with big changes to be introduced by the end of April)

On 8 February 2010, the Minister for Immigration and Citizenship, Senator Chris Evans, announced the following changes to the General Skilled Migration program:

- The Migration Occupation in Demand List £¨MODL£©is abolished (AEMS: this change shall not affect GSM applications lodged before today)

- GSM applications lodged before 1 September 2007 would be capped; once the maximum number is reached, other applications will not be dealt with and will be given a refund of their visa application fee.

- A new Skilled Occupation List, to replace the MODL and the Critical Skills List will be introduced on 30 Apr. 2010, and take effect from mid-2010.


- There will be a review of the Points Test


- Changes to priority processing from 8 Feb 2010

New Changes effective from 1st January 2010 for General Skilled Migration program

 

1   TRA, the “Trade occupations” skill assessment authority, has updated  their website to confirm the commencement of JOB READY TEST from 1st January 2010. The Job Ready Program involves four steps which will cost AUD $4550 in total:

Step 1 - Provisional Skills Assessment
Submit an online Provisional Skills Assessment application through the Job Ready Online Application.  Follow up by sending supporting documents to TRA.

Step 2 - Job Ready Employment
You must complete the following three components for Job Ready Employment
Employment
12 months paid full time employment in Australia in the trade in which you are qualified.
Workplace Skills
Demonstrate proficiency in the workplace across a broad range of trade related tasks.
Additional Training
Complete orientation modules introducing Australian workplace English and Australian workplace culture.

Step 3 - Job Ready Workplace Assessment
After you have been working continuously in your trade for at least 6 months full-time you will be able to register for a Job Ready Workplace Assessment. This assessment will be conducted by a TRA approved assessor in your workplace. It will be a practical test of your capacity to apply your trade skills in an Australian workplace.

Step 4 - Job Ready Final Assessment
You can submit an online Job Ready Final Assessment after you have completed the first three steps of the program. You will be able to apply for the final assessment online.
When you have successfully completed a Job Ready Final Assessment, you will be able to apply to DIAC for permanent residency.

The total cost of participating in the Job Ready Program is estimated at AUD $4,550.00.  Payment is required at different stages of the Job Ready Program as set out below:

Requirements for registration as a nurse or midwife

Nursing and Midwifery Board of Australia issued consultation paper on 27th October 2009 to implement new nursing and midwifery registration requirements (1st February 2010 for WA)
Since July 2010, international graduates of MBWA approved education courses will be required to provide evidence of their English language proficiency prior to their initial registration as a nurse or midwife:

  • A minimum score of 7 must be achieved in all bands for International English language Testing System -IELTS (Academic Version)
  • A minimum B pass must be achieved in each category for Occupational English Test (OET)

(The test must have been completed within two (2) years prior to their application being submitted)
The following applicants may get English language proficiency waived:

  • Have completed a minimum of three years secondary (high school) education in the English language in Australia or New Zealand or another approved English speaking country (Please see the link below for the list of countries)
  • (AEMS: this is not so relevant to Nursing students) Can prove after registration to work or undertake research that involves limited or no patient contact

AEMS: Nursing profession used to be able to apply for skill assessment after registration with State Nurses and Midwives Board without IELTS requirement; however, because of the requirement changes announced by the National Board of nurses and midwives, from the 1st February 2010, all WA Graduates must successfully complete one of the stipulated English language tests in order to be considered for registration with the NMBWA.

Changes to Vetassess skills assessment requirements from 1 January 2010

From 1 January 2010, Vetassess will be changing its requirements for skills assessments for migration purposes. The
The essential changes are that:

  • the qualification must be relevant to the nominated occupation
    AND
  • that at least one year’s relevant work experience will be required. AND In some cases, one or two additional years of relevant employment may be required IF the qualification does not have enough content which is relevant to the nominated occupation.

NOTE: Subclass 485 (Skilled - Graduate Temporary) visa applicants

There will be a Stage 1 skills assessment for Subclass 485 (Skilled - Graduate Temporary) visa applicants, which will not require one year’s work experience. The full skills assessment (which will require work experience) must be done for an application for a permanent GSM visa.

Priority processing applies to both onshore and offshore Permanent Visa applications.
This update also clarified the processing priority for Graduate visa (subclass 485) applications.
Critical Skills List remain the same compared with March 2009 version

Processing priorities (highest priority listed first)
1. ENS and RSMS applications

3. Family member sponsored applications with nominated occupation on CSL
